86.01 multiply by log 10 (waist – neck) – 70.041 multiply by log 10 (height) + 36.76;

For feminine use: 

163.205 multiply by log 10 (waist + hip – neck) – 97.684 multiply bylog10 (height) – 78.387. 

In the formula for men, replace 36.76 with 30.30, and in the formula for women, replace 78.387 with 104.912 to convert to centimeters.
